Edward R. Stepans

Edward Stepans practices and has extensive experience in the areas of construction and surety law, representing individuals, businesses and public entities in all aspects of litigation, from pre-suit claim preparation and investigation through mediation, trial and arbitration, and appeal. He prepares and negotiates contracts and other agreements on behalf of clients, and has extensive experience in the various aspects of surety post-default workout issues such as claims handling, project takeovers, and pursuit of salvage recoveries. His approach to the practice of law is simple: the attorney’s job is to solve the client’s problem to the client’s satisfaction.

PUBLICATIONS & PRESENTATIONS

  • Mr. Stepans created and conducted legal education programs on various construction and surety law issues for clients, the AGCC and the Northern California Surety Bond Association from 1994 through 2000. He also co-authored the 2000 edition of the AGCC publication “Mechanics Liens, Stop Notices and Payment Bonds: Getting the Most of Your Construction Remedies” and conducted AGCC seminars on its subject matter.

PROFESSIONAL MEMBERSHIP

  • While a member of the Associated General Contractors of California (“AGCC”), Mr. Stepans was Chairman of the Standard Forms Subcommittee of AGCC’s Legal Advisory Committee from 1995. He directed and participated in drafting, review and updating of the AGCC’s standard contract forms sold to members and the general public, including a comprehensive review and overhaul of all of the AGCC’s forms.
